Woolsington Hall restoration stalls again

Grade-II* listed Woolsington Hall, set in 340 acres of fine parkland, was bought in 1994 by Sir John Hall, who had successfully turned Wynyard Hall into a palatial hotel.  Though on a much smaller scale, Woolsington was to also be converted into a small, luxury hotel at a cost of £8m – 10m.  However, after several years of inaction, its deteriorating condition led to it being placed on the English Heritage ‘buildings-at-risk’ register in 2002. Despite work in 2008 to make the building watertight and in prepartation of the main conversion, work has been halted again.  Sir John insists the money is still available but that he is so busy with his many other ventures that he is unable to commit to it at the moment.

Though this is somewhat understandable in the current economic climate, as a Grade-II* listed building it must not be forgotten and allowed to decay again.  The building remains on the English Heritage register but hopefully work will start again to rescue this charming smaller country house in 2010 and bring it back to life.

The plot thickens and a row brews: Brook House, Essex

It seems that, despite the claims of the owner/developer of Brook House in Tiptree, Essex, English Heritage haven’t said that the house should be demolished.  Following on from the earlier story (Another house at risk from a developer: Brook House, Tiptree, Essex – 25/11/09) a local resident has flagged up a new story with EH now saying that although they believe the house to be in poor condition they have not said it should be demolished.

John Neale, English Heritage team leader for Essex, has confirmed that they are still examining the application – leaving the statements of the owner in his application to demolish looking somewhat precarious.  Let’s hope that EH, and Colchester Council listen to the concerns of the local residents and Tiptree Parish Council and not only refuse the demolition but also serve an urgent works notice to save this interesting part of the local architectural heritage.

Shock: English Heritage still hand out grants! Hagley Hall benefits

When the listed building restrictions were originally introduced the compensation for not being to do exactly as you wished with your house was that the government would provide grants towards maintainence.  Obviously successive governments have seen these funds as an easy target when seeking cost cuts and so despite the legitimate limits on changes still being enforced, the cost of the work was now largely borne by the owner.

So the news that English Heritage are atleast providing matched funding to the tune of £210,000 for much needed repairs and conservation work to the beautiful Hagley Hall in Worcestershire is to be very much welcomed.  Now, if only they could perhaps prise open the coffers of the lottery funds to provide further grants we might actually be able to claim that we truly support our built heritage.

Scraptoft Hall at risk from ‘rescue’

A proposal to restore Scraptoft Hall, a much-neglected Georgian mansion, as part of a large development scheme has been challenged by English Heritage. 

In what may be seen as a return to the mis-guided approaches of the 1970s and 80s, a local developer has dangled the ‘carrot’ of restoration of the Hall whilst seeking permission to build a huge 103-apartment retirement village in the grounds.

Scraptoft Hall was largely built in the early 1720s but the core dates back to the 1500s, however, in recent decades the elegant house had been adandoned and beset by theft and idiot vandals who had set fire to some areas. 

Harborough District Council is ‘minded’ to approve the plans but English Heritage has objected that the proposals would seriously compromise the setting of the hall. 

If approved this scheme would reduce this elegant house to a mere architectural curiousity in the middle of  a huge development.  The Council should reject this scheme – even if the developers claim it’s the only hope.  The sacrificing of the house to enabling development is make a mockery of heritage protection and would encourage other like-minded developers to consider that all old buildings with a bit of land are fair game for their destructive tendencies.

2009 English Heritage Buildings at Risk Register

Another year, another sad list of important, interesting, beautiful and sadly at risk properties.  Each year the English Heritage Buildings at Risk Register and that produced by SAVE Britain’s Heritage give another sad reminder that though the UK is rich in vernacular architectural heritage there are still significant individual buildings at risk even today, after 50 or 60 years of interest in heritage protection.  Perhaps of equal concern is the fact that only 60% of local councils have their own BaR Register and often it is out of date – local councils should be the first line of defence for their local heritage.  Ask your council for their Register and if they say they haven’t got one or that it’s out of date demand to know why.

If you have the resources but most importantly a sympathetic understanding of restoration then please do consider taking on one of these buildings.  Remember that listed buildings – when well looked after and sensitively restored – always command a premium in the housing market.

Below are David Brack of English Heritage’s top five tips when taking on a restoration project:

  1. You’ll need to discover why the property is in the state it is?
  2. Get a proper survey.
  3. Appoint a good architect.
  4. Employ a good builder.
  5. Maintain contact with your Conservation Officer throughout your renovation.
